This figure shows a variety of strategies that can be used to effectively deal with congestion. The main categories of strategies are demand management, operational improvements, and additional capacity. Sub-categories under demand management are travel alternatives, land use, pricing, high-occupancy vehicles (HOVs), transit, and freight. The sub-categories under operational improvements are highway, transit, and freight. The sub-categories under additional capacity are highway, transit, and freight.
