This graph shows vehicle miles traveled on the vertical axis, ranging from 100 (1980 index) to 180. Time is shown on the horizontal axis, ranging from 1990 to 1998. Two straight lines are plotted. One begins at a 140 index value in 1990 and increases to a 170 index value in 1998, showing the rise in vehicle miles traveled. The other line begins at 100 in 1990 and increases to just above 100 in 1998, showing very little increase in lane mileage.
