National ITS Architecture and Standards Final Rule

Announcement

The FHWA rule and FTA policy on Intelligent Transportation Systems (ITS) Architecture and Standards were issued on January 8, 2001, to implement section 5206(e) of the Transportation Equity Act for the 21st Century (TEA-21). This final rule/policy requires that ITS projects funded by the Highway Trust Fund and the Mass Transit Account conform to the National ITS Architecture, as well as to USDOT adopted ITS Standards.

What does this mean for ITS practitioners around the nation?

The final rule/policy means that:

  • Regions currently implementing ITS projects must have a regional ITS architecture in place in four years. Regions not currently implementing ITS projects must develop a regional ITS architecture within four years from the date their first ITS project advances to final design.
  • ITS projects funded by the Highway Trust Fund and the Mass Transit Account must conform to a regional ITS architecture.
  • Major ITS projects should move forward based on a project level architecture that clearly reflects consistency with the National ITS architecture.
  • Projects must use USDOT adopted ITS standards as appropriate. To date, the USDOT has not adopted any ITS standards, and a formal rulemaking process will precede any USDOT ITS standard adoption.
  • Compliance with the regional ITS architecture will be in accordance with USDOT oversight and Federal-aid procedures, similar to non-ITS projects.

What's Coming?

  • The web site: An electronic Resource Guide has been developed to navigate through the range of conformity issues. If you visit the home page, you will find the text of the final rule/policy, FAQs, and links to contacts and training. In the coming months, real-life ITS deployment examples, case studies, and other guidance will be added to the web site.
  • Presentations: Presentations will be made frequently throughout the upcoming year. Refer to the web site for a schedule of presentations near you.
  • Pocket Guides and Brochures: Outreach materials will be available in Spring 2001 and can be obtained from the web site, at conferences, or through Federal Field offices
  • Training: Training is currently available through the ITS Professional Capacity Building Program, the National Highway Institute, the National Transit Institute and the Institute for Transportation Engineers. Training links are posted on the web site.
  • Case Studies and Examples: Six Architecture development case studies and a Standards "lessons learned" study can be found on the web site. More examples will be placed on the web site in the months to come.
