This primer aims to assist States and MPOs with the implementation of performance-based
freight planning and programming, as established under MAP-21 and the FAST Acts, by
recommending freight performance measurement practices and appropriate performance
measures. The primer provides a comprehensive list of freight performance measures
with their availability and degree of manipulation needed. It includes chapters on data
collection, data analysis, target setting, identifying challenges, best practices, and possible
solutions. |
