Traffic incident management (TIM) foundational principles focus on communications, on scene management, and programmatic regional and statewide coordination. There are a suite of tools and processes to support TIM that focus on quicker incident detection, quicker on scene clearance, improved traveler information for demand management. The 2010 TIM Handbook presents the evolution of the National Incident Management System (NIMS), articulating the need for formalized structures for incident management:
