ILLINOIS: Integrating and Financing Transit with Managed Lanes
This project will develop to an implementation level a multimodal solution for the I-90 Jane Addams Memorial Tollway corridor, where Express or High Occupancy Toll lanes with enhanced express bus service are the presumptive short and medium term outcome. Prior FFY2007 support from the Value Pricing Program generated policy decisions that led to the inclusion of a vision for a managed lane network in the regional plan of Chicago; GoTo2040. Recent implementation of I-55 bus-on-shoulder is an interim first step of this network. The Jane Addams Tollway is to be reconstructed between 2013 and 2016 with $2.2-billion of funding secured from the Illinois Tollway's Move Illinois capital program. The present value pricing project will model access and pricing policies, and the related impact on managed lane operations. Transit service enhancement benefit and cost metrics will be developed, along with a clear presentation of overall transportation system performance improvements.
