Appendix B: AASHTO-FHWA Freight Partnership III Meeting Participant Feedback

Breakdown of participants who returned feedback forms indicates that 45 percent were FHWA field personnel, 24 percent were MPO or local agency staff, 19 percent were State DOT staff, 7 percent were from FHWA HQ, and 5 percent were from the private sector.



In response to the question 'Were your expectations met for this conference,' about 45 percent said all their expectations were met, about 45 percent said most of their expectations were met, about 8 percent said that some of their expectations were met, and about 2 percent said that none of their expectations were met.



A breakdown in responses to the question 'were your expectations met by this conference' by participant type indicates that nearly 10 percent of the MPO/local agency staff indicated none of their expectations were met, about 18 percent of state DOT personnel indicated that some of their expectations were met, and about five percent of the FHWA field staff who attended said that only some of their expectations were met. Conversely, 100 percent of private industry participants' expectations were met.



About 95 percent of respondents indicated that the sessions were appropriate for the conference; only 5 percent said they were somewhat appropriate, and zero respondents indicated they were not appropriate.



About 98 percent of respondents indicated that the sessions and presentation topics were well organized. About 2 percent indicated they were somewhat well organized, and zero percent said they were not well organized.



Ninety percent of respondents indicated that the conference length was about right, and 10 percent indicated it was too long. Zero percent indicated it was too short.



About 91 percent of respondents indicated that the hands-on time during the conference was about the right length, about 6 percent said it was too long, and about 3 percent said it was too short.



About 91 percent of respondents indicated that the presentation time was about the right length, about 1 percent said it was too long, and about 8 percent said it was too short.



When asked if they thought the multi-jurisdictional work group was useful, about 70 percent said yes, about 22 percent said somewhat, and about 8 percent said no.



When asked if they planned to continue to work toward developing a multi-jurisdictional decision-making framework, only about 8 percent of MPO/local agency staff said no, and about 20 percent of FHWA HQ staff said no. Conversely, 100 percent of private sector participants indicated yes, with a majority of the remaining participants' responses being yes and a smaller minority being somewhat.



When asked if they found the freight performance measures work group useful, about 65 percent said yes, about 30 percent said somewhat, and about 5 percent said no.



When asked if they planned on implementing freight performance measures, 100 percent of both FHWA HQ staff and private sector attendees indicated yes. Fewer than 10 percent of both MPO/local staff and FHWA field office attendees said no. Forty percent of State DOT attendees, 20 percent of FHWA field office attendees, and about 32 percent of MPO/local attendees indicated 'somewhat' with the remainder of attendees indicating yes.



When asked if they found the funding and financing freight transportation projects work group useful, about 70 percent said yes, about 25 percent said somewhat, and about 5 percent said no.



When asked if they plan to take any new actions or change any practices or policies as a result of this conference, over 90 percent of participants in all participant types said yes, with 100 percent of FHWA HQ and private sector attendees agreeing they would. Fewer than 10 percent of State DOT participants and MPO/local participants, and fewer than 5 percent of FHWA field office participants, said they would not.
