On October 29, 2018, the American Transportation Research Institute (ATRI) released its Top Industry Issues Report. Truck driver shortage was the number one issue again this year. The number two issue was Hours-of-Service rules. More than 1500 motor carriers and commercial drivers responded to ATRI's survey.
