Vehicle miles traveled (VMT) are on the rise again and the nation's top metropolitan areas are experiencing significant increases in congestion. At the same time, federal and state fuel excise tax receipts are decreasing. As a result, States and Localities are looking to use mileage-based user fees (MBUFs) to increase transportation funding. This report looks at the history of MBUFs and explores California's Road Change Pilot Program which used a parametric MBUF. |
