Since February 2011, the Federal Maritime Commission (FMC) has been determining if US-bound containers are being shipped through Canadian ports to avoid paying a Harbor Maintenance Tax collected in American ports. Results of this inquiry found that the tax played an insignificant role on the routing of freight, and that the two-day shorter transit time from Shanghai to Canadian ports was more important in routing decisions. |
