Description	A publication developed with support from both the Federal Highway Administration (FHWA) and the National Association of Development Organizations (NADO) investigates disaster mitigation activities conducted between the Vermont Agency of Transportation (VTrans) and Vermont's regional planning commissions (RPCs) in the aftermath of Hurricane Irene. This report documents the lessons learned after severe flooding required VTrans to take lead in recovery while Vermont's RPCs provided critical support on the local level.
